Use of a Drawing for Prioritizing New gTLD Applications

The ECLID Network (European Cultural and Linguistic Internet Domains) which currently represents the .bzh, .cat, .eus, .gal and .scot projects, appreciates the opportunity to provide comments with regard to use of drawing for prioritizing new gTLD applications.

ICANN's communication informing the community about the use of the drawing sets forth that “IDNs will be given a priority. Advance release of IDNs promotes DNS diversity, makes the Internet more accessible, increases avenues of participation and serves the public interest”.

As a group composed of cultural and linguistic bids from public interest's groups, we
commend ICANN's proposal to promote DNS diversity and to serve the global public
interest. ECLID also believes that ICANN's recognition of the community based TLDs as a differentiated category within the new gTLD applicant guidebook also responds to the global public interest service, and that, therefore, the global public interest would be better served were these applications also be prioritized along the IDNs.

ECLID believes that the small number of community applicants (4% of the applications, whereas IDNs represent the 6.5%) would not delay or hinder the remainder of the applications.

ECLID acknowledges the 17 October 2012 GAC Communiqué that includes “Some members consider that geographic name gTLDs approved by the relevant government authority, community names and applications from developing countries should likewise be prioritized.” ECLID concurs with the members of the GAC that suggested community names be prioritized.

We think, due to the reasons herein exposed, that the prioritization of the community based TLDs along with the IDN gTLDs would better serve the global public interest ICANN represents, and would be complete accordance with the rationale used by ICANN to prioritize IDN applications.

The explicit support these applications have from their respective Public Authorities, the entities entitled at the local level to serve and promote the public interest, should be taken into consideration by ICANN in order to promote an alignment between the local and global public interest spheres.

ECLID members present four applications for cultural and linguistic generic top level domains

Four of the five members of the group European Cultural and Linguistic Domains (ECLID) are on the list of new generic top level domains applications posted by ICANN, the organisation that governs the Domain Name System of the Internet. They are .bzh, which seeks a domain for the language and culture of Brittany; .eus, for the Basque language and culture; .gal, for the Galician language and culture; and .scot, for the Scottish languages and culture.

The fifth member of ECLID, .cat, has been operating successfully since 2005 as the only cultural and linguistic domain approved by ICANN. The Fundació puntCAT, the registry operator, has registered more than 50.000 .cat websites related to Catalan language and culture.

All the applications sent by members of ECLID are categorised as community domains. According to the ICANN Application Guidebook, this means that the candidates have to prove that they have the support of the communities for whom the domain is intended. ECLID members have submitted the documents required to demonstrate that they have the support of their respective cultural and linguistic communities.

ECLID members have been collaborating for years in different fields, such as marketing actions and lobbying on ICANN-related issues. For example, ECLID recently sent a letter to the CEO of the ICANN suggesting an alternative to the system of 'digital archery' which ICANN launched as a mechanism to rank the evaluation order for over 1.900 new gTLD program candidates. Finally, 'digital archery' was suspended by ICANN.

At this moment, members of ECLID are working in order to make their organization more robust. The final aim is to improve the performance of the new generic top level domains for the European cultural and linguistic communities and, consequently, to contribute to increasing the multilingualism of the DNS.

Who Cares About 50,000 .CAT's?

This past May 19th, 5 years after its sunrise, puntCAT arrived at the 50,000 domain names landmark. We know that, nowadays, 50,000 domain names may hardly be described as shocking news, and, certainly, this is not our limit, and we believe there's still plenty of room for .cat to grow. Then, who and why should care about this number?
